FSM: Approve Escalations from Mobile App

Baseline itself should be able to provide this functionality for both server side and mobile side. Please look into the fsm6 guide documentation as there is plenty of information to setup the escalations such as standard business rules, app params, escalation hierarchy etc. Also have a look at the baseline mobile sync rule ESCALATION just to get an idea about how the syncing is happened via different table levels for the given person id. Refer the EscalationList class, escalation_list_item in the layout if you need further information in code level
