The sql query report aborts in ifs 9 PROD environment at 30 minutes but runs in TEST environment about 1 hour and completes. Is there an IFS setting to change how long a report can run?

Please run the IFS installer in reconfiguration mode and try increasing the “Statement execution timeout” value in “Connection Pool for PL/SQL Access” window. The default is set to 1800 seconds, which is 30 minutes.
See the following documentation regarding this. Although this is from IFSAPP10 documentation, these parameters have not changed since IFSAPP9.
