Is you question how you grant access to a newly created folder or to the option to create a folder? 
I believe the folder creation option is part of the FND_ENDUSER permission set and shouldn’t be something you need to grant explicitly.
If it’s granting access to a folder that you have created you’d either have to create the folder while modifying a base profile and then assign that to the users, or if you have created it in your personal profile, you’d need to find it in the Solution Manager\User Interface\User Profiles\New Base Profile
 

And then RMB on that node and select “Copy Values to Profiles...” and select the users you want to copy it to.
