In ‘Planned Cost/Hours per Cost Element’ assistant when an incorrect Cost Element is added and  when that cost element is deleted, it is available again after re-opening the assistant as shown in the below images.

 

Question: Could this be a bug or is it the expected behavior?

You cannot change the cost element from here. Go to Cost/Revenue Element per Code Part Value window and query for your element. Here it is MATERIALS. Replace the cost/revenue element with the correct one. Perform a project connection refresh run. After that see whether Planned 'Cost/Hours per Cost Element’ assistant showing the correct cost element that you need.
