Project Time Reporting outside of start finish dates

Our customer has a very real scenario the relates to Activity Planned Start/Finish dates.  These dates are used to schedule the project but often, time needs to be reported to the activity earlier or later than the dates when the activity will occur.  For example, we need to plan a design review on May 12th and 13th, that’s what we want to plan for and what we want the customer (internal and external) to see when the project plan is reviewed.  But these is preliminary and follow-on work that must be done for this activity and costs that need to occur before May 12th or after May 13th.  

Is there a way to set the project activity to allow time reporting (and cost, but time is most important) that’s outside of the Early Start/Finish of the project activity?

One could argue if you need to work on the Activity on date x then the Planned Start date should be x rather than y?  

Could you raise additional Activities to cover your prelim/follow on requirements?

Yes, I’m sure there could be a hack for this but to need one or two additional activities seems like extra work just to get what is wanted.  I don’t think what the customer is asking is unreasonable and I’m sure many customers are also frustrated with this problem.
