That sounds somewhat similar to the issue discussed here:
That particular issue only affected the 22R2 version of IFS Cloud though, and it looks like you are on Apps 10(?). I would suggest reporting it as a support issue so it can be investigated in more detail.

You may be able to use ‘Refresh Project Connections’ as a workaround.
This seems like an issue in the summary view and the progress might be correctly set in the connections level.

Thank You All for your answers. We had already tried with Refresh Project Connections. The issue was solved for some hours and again it was back to 0% during the day. We are still monitoring and trying to see what causes the issue.
