Here you have chosen the close tolerance to be 99%, So any fractional receipt would meet this condition. Try repeating by entering 0 in the Close Tolerance.

The Products state “Completely Received” is set based on the remaining qty to be received on the Shop Order, when the Shop Order is closed, it is assumed that there cannot be any further receipts made against the Shop Order. So in the Closed State we cannot expect to have any Morre recipts so what ever to be received is assumed to be completely received.
