Yes, it is not possible, as you have also noticed, and it would not be logical to allow the Shop Order closure while connected objects are still in an open status.
If Shop Order closure is a necessity, then receive the Shop Order completely to close it, and then create MRB through the Inventory Part in Stock screen for the Shop Order received stock.

Thanks Abdul, yes this is definitely the possibility, however they dont like it because they will loose the link between RMBed part nad Shop Order. They like to adjust the cost of those parts by operation costs which were spend on the partial production of those defective parts. (Imagine part found defective in operation 2 of 5 f.e.). While I am trying to get the info how they distinquish the costs for a partial operations, the first direction is to allow closing SO while MRB case open. And the question is if technically possible, if somebody did before.
However, multiple primary questions would need to be answered before making any technical change, like,

The second question is very relevant, because the part will remain issued to that particulal SO nad to handle the scra or return tothe supplier the SO needs to be ordered..
Regardig testing if we allow SO to close, you are right, but the hope is that therei s no financial link between MRB and SO, at least what I see so far.
I would suggest that the business user should split the Shop Order instead for non-defective quantities and close the Shop Order. Let the Shop Order remain open with the MRB case for defective quantity.

Could I ask a related question? If we create an MRB case against the shop order, which means we have to leave some operations as partially reported, will the labor and overhead costs continue to increase due to operations not being fully reported?

No, that is not the case. Machine operators need to partially report the operation and wait for the MRB disposition.
With partial reporting, all cost buildup gets stopped until further reporting.
