did you check the permission sets of this user?

If the user has the permission, then you can try to clean the cache in windows.

Steps:

1. Delete the directory “2.0” in … \AppData\Local\Apps
2. Start cmd with admin and type this: rundll32 %windir%\system32\dfshim.dll CleanOnlineAppCache
3. Restart windows and test it

If this also doesn’t  help then you should reset the user profile. Please note that all user settings will be deleted.
