We now only can have pre defined LTUs by IFS or we still can have our owned LTU definitions then approved by IFS.
If we can create our own LTU permission sets ,then what is process of approving them and connecting them to our license file ?

You can only have pre defined IFS LTU’s and the connected permission sets if you are looking to utilize LTU licenses. Creating custom permission sets and using them as LTU is not supported.

But I think if You find some gaps in predefined LTU permission set You might report it as a standard bug.
