Are there any special considerations when installing Oracle 19c on a Windows Server with Oracle 12c already installed?

There are instructions for installing/upgrading Oracle and Oracle patches for IFS Licensed Oracle databases, If you licensed your Oracle 12c database from the IFS you should procced to open a case with IFS requesting upgrade from Oracle 12c to Oracle 19c. 

IFS placed all the files you need on the FTP site to download including instructions for installing Oracle and Oracle patches.

If the license obtained for the Oracle 12c database from Oracle then you’d download it directly from Oracle including the patches and follow Oracle Database Installation Checklists.

Thank you for your response. I am not looking to upgrade my Oracle 12c. I need Oracle 12c and Oracle 19c to run on the same server. Are there any connectivity issues for clients if the Oracle servers are installed in separate homes and the databases are named differently?

Yes you can run Oracle 12c and Oracle 19c in same server but you need to configure listener ports separately as below. 

 

E.g. :

Oracle 12c listener on 1521 and the Oracle 19c listener on 1522,

 

You can try this method.
