Is this regarding APPS10 environment ?
This could be due to WLS_*** temporary files mismatching.Can you tru out below, Backup and remove the temporary files after stoping all the services related to IFS.After that start services and reconfigure the environment and try out again
*.dat files under - Admin Server
wls_domain\<INSTANCE_NAME>\servers\AdminServer\data\store\default
wls_domain\<INSTANCE_NAME>\servers\AdminServer\data\store\diagnostics
*.dat files under -Main Server
wls_domain\<INSTANCE_NAME>\servers\MainServer1\data\store\default
wls_domain\<INSTANCE_NAME>\servers\MainServer1\data\store\diagnostics
*.dat files under- Int Server
wls_domain\<INSTANCE_NAME>\servers\IntServer\data\store\default
wls_domain\<INSTANCE_NAME>\servers\IntServer\data\store\diagnostic

So basically this is happening when the installer couldn't deploy a deployment and there could be lot of reasons .Corruption of deployment,Resource issues (RAM, Disk, Virtual Processors), Holding a process by another application. etc
Hope you can try out below as well.
- Login to the admin console and check the deployment statusand if there any failed ones,if you find any try to start from there.
- If we couldn't start it I simply restart the VM and try to do a reconfiguration (Mostly this work) but if still failing then that means the IFS_HOME repository has the corrupted deployment.
Also check the the validity of The SSL certificate
If none of above worked,
Any middlware server backups taken prior to the instalaltion. ? if so can you try restore it and try to reapply the delivery

IFS Feedback
As a solution we all agreed to do a re-installation of IFS instance using the existing the build home because the alternative approaches were already tried with no success.
INNEX/E-analytics engineers agreed to perform this by themselves.
