What is the most ideal way to handle utility bill expenses in the application

It depends on how you are dividing the expenses within your company. If you want to divide the utility expenses for each Department and/or Cost Center my customer is using posting/invoice templates on doing so as they report the expenses per usage that they receive. They are using the same departments and/or Cost center for each utility bill but the amounts must be entered manually as they vary. 

You can navigate to posting template page to make your own posting template. If there are excess lines on the posting template the system does not mind if there are lines without amounts on the posting proposal once it is posted. Here is an example on how to handle electricity bills:

 

Here is a dummy example of a posting template for electricity.

 

The posting template can be added from the posting lines level
When you are adding the expenses to the posting template the system will have a running number showing the outstanding balance to aid in dividing the expenses per cost center/department.
