As Part of a Service Management implementation we’re considering setting up the Service Technicians vans as a form of Mobile Warehouse 

but the Support documentation we’ve been able to find indicates that this is primarily intended for use in Part Searches, it makes no reference to what impact this would have on MRP

If our client manages some of the items contained within warehouse type VAN, will these parts be considered when MRP runs if they are also managed on a Safety Stock or Reorder point planning basis?

One of the intended purposes of a Remote Warehouse is as a Moving Warehouse (i.e. service van like you are describing).  Whether MRP conciders the inventory or not depends on how you configure the availability control for the warehosue.  Additionally, Part Supply Control will overide the availability control.  Essentially, if it is set to Nettable MRP will concider it and Non-Nettable MRP will not concider it, but also keep in mind that reserving, issuing, and backflushing are effected by other settings similar to how we set up work center locations.  

A Remote Warehouses works with other functionality in IFS to achieve the intended solution.  Kanban, Putaway Zones, Assortments, Transport Tasks, along with most other functionality that interacts with inventory determines exactly how a Remote Warehouse operates within the solution design.  For instance, putaway zones are likley needed to replensish a remote warehouse based on stocking levels.
