Hi,

Plans will be written either as a complete plan or as an incremental change from a complete plan. This column tells you the plan id for the last complete plan that was written out (i.e. not including any subsequent changes to get to the current plan).

If the last_plan_id and last_complete_plan_id are the same, then the current plan is a complete plan. If they are different, then the last plan that was written out is an incremental change.
