how to grant access to dataset to user in dispatch console

In the documentation it is mentioned that access should be granted to user that may restrict dataset ID which can be visible to user .

Make sure that your logged-in user has the “AdminGroupsView” permission. This will show the Groups tab in the user administration (which is currently missing in your screenshot).
