Hello,

I create new a user and I want to copy privileges from another user. Is there a method for this process ?Do you have any other suggestions ?

it is true. You cant copy the settings (site, company, permission sets etc.). 

But you can copy the user profile.

I want to add a new user and copy all privileges from the old user (form access, read, write, delete, … )

then you need to duplicate the user. If you have already created the user it isn’t possible to copy the settings.

Will all permission sets be copied too ?

Yes, the permission sets will also be copied? You can do some tests on your test enviornment.
