I'm no expert at the predefined permission sets from IFS, but it doesn't sound like a good idea to grant specific forms and parts of forms to a permission set like FND_END_USER. Create a couple of special permission sets for Docman instead. Perhaps one for creators and one for readers/viewers. Then grant the necessary access to those and grant those permission sets to users.
Once that's done, revoke the Docman permissions from the FND_END_USER permission set.

I don't understand your question, sorry.
Permission sets are simple things and once you understand them you will figure out what to do.
In your case you need at least two of them. One for all users and what all users need to do, and at least one granting special rights on top of that.

However, contexts are not linked to permissions but user groups, which requires extra maintenance.
