We are using Apps 9 UD 15. A majority of our sites are managing and consuming Customer Owned Inventory. Is there a way that MRP can be used to coordinate a PULL system for this inventory?

I think you can use Perform Planning Network MRP to calculate the requirement for all your sites. But you need to setup some Planning Network Data which contain Sites that you want to include in the MRP Calculation.
