Is it possible to have a PO line split the charge to two projects and adjust based on percentage. So a line with a qty of 10 at a $10 unit cost could have the $100 split 38% to one activity and 62% to another activity? Or some other way to accomplish this?

On the Charges tab, you should be able to accomplish what you want by using the Distribute Charge By functionality:

A PO line can be connected to only one activity. So, in the standard process, the cost can’t be split between two activities.
Let’s say you have somehow managed to do it — once the register arrival is done, to which activity should the stock belong? I would say that once the receipt is completed, you can transfer some of your stock (62% of the quantity) to the second activity. Then, based on the quantities allocated to the two activities, the cost will be automatically split.
Thanks, I believe these are for non-inventory procurements where there is a desire to share the costs and the final ‘ownership’ is not important. Our other two procurement systems have this functionality, and we are trying to record POs from another source system that allows this.
