You can try this out. Go to Permission sets and open up the permission set that was granted to the user. 

 Or you can create a new one 

Then go to ‘Database Objects’ Tab

Then follow the path “Inventory > InventoryPart > INVENTORY_PART_API” 

Then tick everything except New_Part and New__

Save and do a quick “Refresh Security Cache” and see if the behavior is present.
