In the standard setup right out of box this is not an option. 

To collect cost from an action you need to take regarding the issue, you can connect Shop Orders, Purchase Orders or Work Orders to the project to report time and materials, or do project time reporting.

If you want to have a reference to witch project the issue belongs, I suggest you create a custom field for it.
