However, when I submit a new service and select the item in the picture, the assigned SD does not change to what I need.

The Assigned Service Department will defaults to the value from the Event Builder when a matching event builder instance is found, and that Event Builder instance has a value otherwise it defaults to the value from the Offering (Service Catalog Event Logging in the assyst Portal or Self-Service Portal) or from the Import Profile (Support Logging in the Self-Service Portal).

I would look for any event builders that use the same category and assigned SVD, and figure out which of them is overriding the SVD shown in your screenshot. My guess is there is a more specific event builder defined that is being selected (probably one with organization and/or location defined). Also check the event type to confirm you are submitting an SR and not an incident
