Thanks for the replies, changing the file extension to .csv resolved the issue.
Believe the issue is caused by the existing permission set been in place, merging the permission sets works OK, not sure what happens when functionality in the imported file is less than original, just have to test and see the results.
Version is UPD12

We are only using the EE client, it seems likely it a translation issue, will raise an case with IFS and see what they have to say.
