Agree with Julian. Serial site change is a mess in IFS. In a simple setup with a few manufacturing companies and multiple service companies/sites it is necessary for all users employed in the service companies to have access to all manufacturing sites as well. Otherwise they will not be able to see the serial structures of the manufactured parts. In my opinion it is a major design flaw in IFS that serial objects have site being part of the key. To answer jhooperyans question, a simplified way to think about serial vs functional is that replaceable objects should be serialized and non-repleaceable objects should be functional. Example: A functional structure could have this structure Site->building->Floor->room number Then each room is contained uniquely in a floor in a building on a site. Inside that room you can then have serial objects (workstations consisting of serialized screens, serialized laptops and docking station, or production equipment etc)
