We installed IFS10/Update 13 yesterday and ran into the same problem as bescribed in Problem with installation Update 10 for IFS 10 | IFS Community. The folder D:\<ifs10>\ifs_home\mw_home\mws was empty. It was therefore not possible to start Installer or mws-svr.  Luckily we had a backup of the last D:\<ifs10>\ifs_home\mw_home\mws. After copying the files to the right place it was possible to start the Installer again and then reconfigure.

Anothing issue. The installation of Update 13 took 22 hours. The reason is that we have a lot of Word Orders and Work Order Tasks. In Update 13 there are several POST-scripts for WO/WOT

As mentioned in that it is significant to find the cause of this because only you get to see in the configuration log is more likely a comprehensive error.

I would suggest you to open a case with IFS to investigate this issue further along with IFS Dump of the mentioned environment to gather the details required for the investigation.
