Does anyone know if you can share quick reports created on Query Builder with other users?
I see there is an option to “Send to”; however, when I use this my colleague get’s a blank message or an email with a link to “Explore Query Builder”, but my report is not available to them.

Query Builder type quick reports will be also available to every users, if they have been granted to the required users.
So, someone who have administration access to the application, can go to the query builder quick report and click on Manage Grants to grant quick report to a particular permission set, so that the users who have been granted with that permission set will have access to the quick report. (same as managing access for other types of quick reports)

We use Query Builder to make personal Quick Reports and these reports are only visible to the user who created them. As I understood, you need to setup it from the scratch if you want to use it in a different user.
