It looks like App10 , in App9 the window is different:
in App10
error
means that package Intface_Util_API is missing in the database or user do not have access to it.
Try to run from application owner (ifsapp) account.

It is better if you could register a case with IFS support to have this issue technically investigated.

What is the application version? APP9 or APP10? We may need to check this from the database side? can you mentioned the method name correctly?
