Does anyone know whether the functionality to Import/Export WaDaCo configurations in Cloud has been back-ported to Apps 10 IEE ?
If so which version update?

Short answer no, it was discussed but was decided it was not worth back porting it to IEE client, you can do it from Apps10 Aurena.

Hi Yashodha,
Tricky question you come with, I don’t remember the exact update this was added to, as I remember it was added sometime during 2020 or 2021 at the latest, so it would be in an update after Aurena was first added to Apps10, so a wild guess would be around or after update 10. If you take one from the last couple of years it should be there.
