RESOLUTION/ANSWER:
While installing the Release Update (22.1.3) to the customer environment, The update was not successful, and The installer just stopped at step “Remove_Inactive_Metadata”.
From the Root cause analysis, it looks like the problem is in the procedure Insert_Navigation_Entries (FndNavigator) due to the amount of data in fnd_navigator_structure_tab and fnd_navigator_entry_tab (approx. 1100000 rows).
WORKAROUND: Unpublish the custom navigation entries from the application and continue with the update.
Solution: RnD confirmed that this is fixed with 22.1.6
