As the error says, you are trying to create a non-inventory purchase part, it should be inventory for the type you need.

It seems like the record that you are trying to insert to PURCHASE_PART_TAB is not an inventory part. It is not allowed to create a non-inventory part when
- if the part is serial tracked
- or lot batch tracked
- or part is catch unit enabled.
