According to documentation, “Some steps, such as the Setup/ Configuration and Connections steps, can not be hidden or disabled as they are required for resource creation.”
The “Create Employee Connection” step in your screenshot only means that you will be presented with a toggle, you can still disable the flag during the resource creation process:
It’s not a toggle in New Service Resource. I was able to create my service resource without an employee using New Resource. I will now add skills, shift, resource etc manually in Service Resource Details.
In 24.1.2 I do get the toggle for both New Service Resource...
...and New Resource:
In fact the Assistant pages are identical. The behavior you see is triggered by the Usage>Scheduling flag. As soon as that one is enabled, the Employee Connection becomes mandatory:
