This issue is corrected now and will be available in April BP. It will not allow you to modify certificates through reconfiguration, you will use the provided script for that. But other options in the form may be modified.
Check the managed server and node manager logs for any more details of errors. It looks like the instance had face a runtime issue and recorded the details in the diagnostic files. Servers will not be started until the issues is fixed and diagnostic data is cleared. The other response mentioned simply clears the diagnostic data by deleting those files, so the issue may reoccur once again. I also noticed that it mentions changing the IP to VM name (address). According to the docs servers must be installed in VMs having static IPs.

Hiyes, all the previous configurations must be preserved when you apply a delivery or reconfigure unless:you changed it during reconfigure or if the BP changed any parameter as a part of a bug fix.if you experienced the URL reverting back (to something other than the one you had set) please report an issue.

HiIf you installed the IFS Home with option ‘SSL Passthrough’ then you cannot change the options in it (staring from UPD 16 or 17). This was a quick fix until we fix an issue in change password process, which will be available in an update soon. It will still allow you to change the system access setup option (ie if you want to choose another button) and configure the system accordingly. If you are trying to change the system passwords, please use the change password script available in instance bin folder. thank you.
