Project Overhead Rules have been updated to consider the new Resource Management concept, although the creation of overhead rules is limited to Person Resource Groups marked as Used in Project. In other words, this functionality cannot be used for Tool or Machine Resource Groups, nor for Resource Groups not set to be Used in Projects.
