What is the best method to clear an exception on the Project forecast if I don’t have any budget to assign?

Hi Charlotte
If you highlight the line, click the duplicate button and save this should remove the exception. The reason you get an exception is likely due to there being cost in the snapshot for the cost element that cannot be found in the forecast.
