In order to prevent shipping due to a variety of reasons, we may manually block a customer order. Manually blocked orders do not allow pegging or reserving which interrupts the workflow for production and shipping/receiving. We still want to be able to produce the shop order, pegging it to a customer order and reserve the completed lot to the order, just prevent it from shipping.
Is it possible to allow manually blocked customer orders to be pegged and reserved?

I’m not sure if what you are asking for is possible, but you can turn the automation off for a customer order to have it’s pick list created, if your shipment type allows it. If your shipments are created when a pick list is generated for your customer order, you can turn the option on to stop after reserve order. This would stop the automation of all customer orders, but in turn, you could schedule a database task to run and create those pick lists, and in the parameters, define which ones you would want.

You cannot reserve or peg the blocked orders. So, you can use Approve before Delivery option available in the shipment. This will stop only the delivery of the shipment until it is approved but you can reserve and peg.
You can enable Approve before delivery option in the shipment type, then this will be default for all the shipment with this shipment type and also can enable it on the shipment.

Thank you Bryan and Mithun. Preventing shipments vs blocking customer orders is logical. Unfortunately our shipping department does not utiliize the Shipments window to deliver orders.

If I understand you correctly, your shipping department doesn’t utilize the shipment window, but you still use shipments in your process. Does this sound right?
If that is the case, then @EqeMithuV’s process might be the way to go, as you wouldn’t need to access the shipping screen for orders, only for the initial configuration.

No, they do not utilize shipments at all. They report reserved quantities as picked, then deliver the customer order line in the “Deliver Customer Order Lines” window.
