When engineering creates new BOM, the top level and any newly created P/Ns will have a phase in date matching the date it was created. When the BOM is transferred to manufacturing, and becomes product structure, no supply reqs will be generated unless phase in date is changed to be in the past. A sub-component must have phase in date that is before its top level phase in date.
IFS does not generate supply req for sub components unless their "phase in" date is earlier then top level "phase in" date.

Not necessarily true. The new sub-component and its parent top-level part can have the same phase in date. What I think you are running into is more of a lead time issue.
A simplified example (assume a 7-day manufacturing calendar):
- Top-level part: A, phase in = March 8, 2023, manufacturing lead time = 2 days.
- Sub-component: B, phase in = March 8, 2023, lead time = 5 days.
If there is a demand for ‘A’ required on March 12, the shop order for ‘A’ will need to start on March 10, which will be possible in this case as a structure/routing revision will be in effect prior to March 10.
Component part B will be required on March 10 for A’s shop order, so its supply ‘start’ date is March 5. No supply will be generated as the part does not exist until March 8.
So in this scenario, backdating the component may be required, or the demand for A could be pushed to a later date such as March 15.
