Where can I find the name of the person who created a Purchase Part, so like a history log?
Is this something that needs to be enabled?

Cannot see the created user in PURCHASE_PART_TAB. May be you can try adding session user to be saved as a custom field in purchase part and use that in the place where you want.
You would need to have at least this information turned on in the history log BEFORE the insert action is performed to see the history.
