Can someone confirm that running the report “Aggregate Shop Order Costs per Shop Order” has no general ledger impact? As I understand it, this just recalculates shop order costs that can be queried for analysis.

Yes, that is correct, no GL impact.
As you say, it is a necessary step to accumulate the costs across shop orders for each part so that you can use the Shop Orders Costs overview using all available shop orders. If you haven’t run the job, you will be missing information from this view.
