When IFS detects that a Full user license is being used it simply means that more has been assigned to the user via permission sets than what the CTU defines.

I am unsure exactly what you are trying to create a user to do…

• If you are just trying to have someone who can clock in and clock out on a shared Time Clock terminal, then they don’t need a User account at all.  That will use just their Employee (or Person?) ID that needs to be configured as a timeclock user within the HR setup.

• If you are trying to create a shared Time Clock account that is dedicated to a terminal that employees (as noted above) use to clock in/out then I believe that actually uses a Full license.

If you are trying to do something else then please clarify here and the community will be able to support you better :)
