The “Access Attribute” which is linked to the “Access Role” for your Employee or Person is probably not allowing you to remove the status “Confirmed”. Either that or you do not have access to perform a confirmation of the specific Employee you are trying to confirm.
Are you familiar enough with the HCM-access setup to review those aspects?

You said that the access attribute may have been set to not allow the removal of confirmation. We are currently looking to remove the ability to remove the ability to unconfirm time. How would you set this up in Access Attribute?
