This is decided in the company policies and varies a lot… but very often it is the CFO that authorizes.
Some examples how this can be solved.
If the CEO is on a unique organization unit you can assign a role for authorization on that org unit to the CFO in “Supervisor Access - Setup”.
Some companies also have a specific “CEO authorization position” and then you can assign this one to the person who shall authorize.

Thank you for your response. I’ve a quick question, Could you please elaborate more in detail on below option ? as we do not wish to allocate a seperate user just for doing the authorization for top level.
