In Time attendance module , is it possible to cap the number of hours per day we can register for a certain category of employee.

You could do this but there are a lot of questions that would need to be addressed to find the best solution.
For example:
- how / where are employees recording time in IFS, manually in time registration, clocking terminals, adding intervals?
- Normal hours are registered against the job hours = schedule so if someone books more hours than the schedule this is automatically highlighted in red - so what is the purpose that you want to get to with ‘capping’ hours
- are you passing hours to payroll - is this the issue
- If someone is due to work 8 hours but works 10 and you have ‘capped’ at 8 what do you want to happen to the extra 2 hours
- is it capped per day/week/month?
I think you would need to talk through the requirements with a consultant first
