So we set the Valid to date to in the past (10/31/2021) however when entering a new vacancy we are still able to select that Job 

How do we make it so the job is no longer selectable and even better how do we hide it from the LOV

Seems your point is a valid request which needs to be fixed. Kindly raise a ticket to IFS Support to attend to this.
