Following changes were introduced by a bug.
Those changes are not reflected in the TEXT_TRANSLATION view, even after Scanning the translatable code and refreshing the cache.
How can resolve this issue.

Have you tried by deploying the changes through a auto builder?
most probably this will resolve after running a reconfiguration.
Please try and check.

When a patch modifies an error text, relevant error text in the lng file also should be modified in the connected path. But in here in this patch it only modifies the error text in file ProjectTransaction.plsql and and no lng file modified by RnD to include the update error text. I checked core app 10 environment and in there also same old prog text is shown (same like you observe in customer’s environment) and please check with RnD to ensure why this patch does not include a modification to the relevant .lng entry.
