Who should create this schedule task since it is using the specific user ID for this background job.
Please advise how to effectively use this task.

Defining this schedule is not expected to performed by all the end users of the system as this is a security related and this needs to be created at the initial stage or by a person with necessary permission level. The scheduled database tasks can normally scheduled to be run automatically according to the time schedule you require. Once that is scheduled it will be generated automatically to the defined schedule.
I checked the background job for this task and did not notice any specific user ID which is used as a parameter for running the job. Only the created by, Which is the user who scheduled the task. Once the job is scheduled it will include all ongoing absences of all the employee of the company.
