New Employment configuration in APP9 environments were not migrated to IFS Cloud once upgraded.

Image from IFS Cloud there is nothing coming from APP9.
We have used standard IFS Upgrade scripts.
We understand that there are changes in APP9 and cloud when it comes to New Employment configurations. However, need to know why these configurations are missing. Is that the expected behavior and should we advise customer to build new configurations in IFS Cloud?
