Yes. You can do project time reporting for  future periods using the Time Registration Window .

It will update the time card day and the project transactions accordingly with proper configuration.

I am afraid to say that I am not aware of any method of blocking this in a user friendly manner.

You can update the Valid to date of the given ‘Report Codes’ to current date every day.  Then employee cant report time for future periods. However, as I said it will not be a very practical solution.
