An employee wants the capability to add time  into timesheet for  people who didn’t enter time into their timesheets. This can be people from different organisations , including their organisation but same company. How should she be setup to perform this task.

They would need an access role with an attribute to register time on behalf of others and also access assigned either by position access or access directly through the graphical organisation structure.
