Is there a way to generate the leaves automatically in the beginning of the year. If there is a way, it would be great if the steps are mentioned.

I was able to identify that this database task option to generate absences automatically was enabled from 23R1. Please find a screen print from the new features power point from HCM 23R1 and screen shot from the database task. So it will not work for versions before 23R1
